The Children & Youth in Transition Program

The Children & Youth in Transition Program supports the continuity of education of students in transition including: students lacking a fixed, adequate, and/or regular nighttime residence (McKinney Vento definition) and students living in the Foster Care system.

Program Goals

This program is designed to support students and families by helping children get enrolled in school on time and attend regularly. We work to remove barriers that may prevent students from fully participating in their education and provide guidance to help families navigate the school system.

The program supports students’ learning by connecting them to academic help and school resources that encourage progress and success in the classroom. In addition to academics, we focus on helping students build positive social skills, confidence, and healthy relationships with peers and adults.

We are committed to ensuring that all students have fair access to the services and supports they need, regardless of their background or situation. The program also helps families advocate for school placements that best meet their child’s needs.
By working closely with families and schools, this program helps students stay engaged, succeed academically, and remain on track toward graduation.

How do I report suspected child abuse or neglect?

If you or someone else is in immediate and serious danger, you should call 911.

Mandated Reporting Reporters:
In California, mandated reporters are professionals, who, in the ordinary course of their work, have regular contact with children, disabled persons, or senior citizens, are required to report pysical, sexual, or other types of abuse.
These reports are to be made whenever abuse or neglect is observed or suspected or when there is evidence of neglect, knowledge of an incident, or an imminent risk of serious harm.
Example for Reporting:
A teacher must report to child welfare authorities if they know of a child attending school who appears to be malnourished or has bruising, complains of neglect, or otherwise demonstrates neglect or abuse at home.

Students Experiencing Homelessness

At Madera Unified, we do everything in our power to provide quality education, opportunities, and services to children and youth facing homelessness.
Our district ensures that students experiencing homelessness and their families know their legal rights to receive those services.
The McKinney-Vento Homeless Program helps homeless children have equal access to a free public education as provided to all of the other children in the District. A child is considered homeless if they do not have a regular adequate residence.

This means any students living in shelters, in substandard housing, doubled up with friends or relatives because they have no other place to go and cannot afford a home. The other living arrangements included are single room hotels, cars, parks, public places, transitional affidavit.
Homeless Children are guaranteed enrollment in school if you live::
-In a shelter (family, domestic violence, or youth shelter or transitional living program)
-In a motel, hotel or weekly rate housing
-In a house or apartment with more than one family because of economic hardship or loss
-In an abandoned building, in car, at a campground, or on the street
-In temporary foster care or with an adult who is not your parent or guardian
-In substandard housing (without electricity, water, or heat)
-With friends or family because you are a runaway or an unaccompanied youth
Californias Definition for Homelessness
To enroll in or attend school if you live under any of these conditions, you do NOT need to provide:
-Proof of residency
-Immunization records or tuberculosis skin-test results
-School records
-Legal Guardianship papers
You may:
Participate fully in all school activities and programs for which you are eligible
Continue to attend the school in which you were last enrolled even if you have moved away from that school’s attendance zone or district
Receive transportation from your current residence back to your school or origin
Qualify automatically for child nutrition program (free and reduced-price lunches and other district food programs).

Foster Youth

Every student in our district is ensured access to the same opportunities for academic achievement and support, including children and youth in foster care. Foster youth have educational rights established through Assembly Bills 167, 216, and 490 to help eliminate barriers to education and ensure school stability. Madera Unified strives to meet the unique educational needs of foster youth by providing advocacy and other support services designed to encourage the academic and personal success of all students in foster care.

Resources for Families

Public Hearings regarding the Local Control Accountability Plan (LCAP), Budget Overview for Parents and the Proposed Budget for the Madera Unified School District will be held before the governing board of the district at Madera Unified School District Board Room, 1902 Howard Road, Madera CA 93637 on June 9, 2026 at 6:00 pm. The proposed budget will be available for inspection at the district office, 1902 Howard Road, Madera CA 93637 on June 4, 2026. Any member of the public may appear and be heard concerning the Local Control Accountability Plan and any resident of the district may object to the proposed budget or any item in the budget.
